1.1 The Ward 20 Youth Forum had approached the municipality with the intention of soliciting assistance for a luncheon event for senior citizens in the ward. This initiative comes in the wake of the suspect killing of senior citizens due to, amongst others, suspicions of witchcraft;
1.2 This strategic awareness event is set to take place on the 24th February 2018, at the Ward 20 community hall. In attendance, will be Mrs M. Kopane who turned 100 years old on the 12th February 2018. Mrs Kopane was born and raised in Etete;
1.3 EXCO congratulates the effort by the local youth and appreciates the responsibility taken by the Youth Forum in a bid to help the community of Ward 20, to unlearn myths that lead to the killing of the elderly as well as showing the elderly that they still have a space within society.
1.4 It is for these reasons that EXCO has recommended that Council approves and support this event/initiative.
2.1 EXCO noted that the contract for roads maintenance in all clusters was awarded to six contractors, to address pothole patching and other roads maintenance activities;
2.2 With due consideration to the fact that there has been heavy rainfall experienced in this region, which resulted in severe damage to infrastructure. EXCO recommends that Council adopts the extension of the contract to ensure that Council’s infrastructure is rehabilitated and remains maintained until financial year end.
3.1 In June 2016, the ED – CE&HS, Mr E.M. Sithole, enrolled to the ILGM to attain the professional designation of being an AMM. The ED was successful in his pursuit as the ILGM found him to hold the necessary experience as well as the required level of competence, thereby granting him the certificate;
3.2 The certificate requires that the ED attend certain professional conferences and meetings to attain points that will maintain his accreditation status with the iLGM. This being a critical qualification in the sector, the ED has asked the employer to grant him official travel and accommodation to attend these professional conferences and meetings;
3.3 Chairperson of EXCO and Mayor of KwaDukuza, Councillor Ricardo Mthembu, congratulated Mr. Sithole and shared a comment that, this achievement widens the pool of expertise within the institutions workforce which is a good thing as we get closer to the visionary year ‘2030’ wherein the municipality shall be a city;
3.4 EXCO therefore recommended that Council supports the provision of official travel for Mr. Sithole, however, in the spirit of cost curtailment, that it be suggested to Council that it at least considers such a provision on conferences and meetings that shall be held in the province.
4.1 The Youth, Sports and Gender portfolio committee was scheduled to hold a youth summit from the 09th – 11th March 2018, due to there being the address harvesting programme by IEC in its endeavour to have a voters roll which has correct residential addresses for all voters;
4.2 EXCO has recommended that, the summit be postponed in order to allow the communities to participate in the address, harvesting programme. EXCO agreed that the summit shall now be held as from 15th – 17th March 2018.
