Ricardo Mthembu

Njabulo Ricardo Mthembu was elected as the Mayor of KwaDukuza in 2011, and was re-elected for a second term in August 2016 with an overwhelming two-thirds majority support, making him part of a select few Mayors to serve a full five-year term and be re-elected for a second in the democratic dispensation since 1994.

Under his leadership, KwaDukuza has been widely regarded amongst the best-run municipalities in South Africa as declared by the National Council of Provinces as well as the KwaZulu-Natal Department of Cooperative Governance and Traditional Affairs.

  • Youth Development/Empowerment

    His Worship has youth development/empowerment as an apex priority in his office. This is owed to the Mayor’s personal belief that the youth are the future of South Africa, He has steered the recognition of Youth in the KwaDukuza Municipal Council to a recognised portfolio (Youth, Sports and Gender Portfolio Committee) as a means to enable youth representation in all decision making. Furthermore, Mthembu has been instrumental in the deployment of Youth to critical posts in the municipality as well as ensured they are the majority in all EPWP ventures. Yearly, His Worship embarks on the back to school programme in which he motivates scholars to be better and also guides them against making premature career decision.
  • Local Economic Development

    Mayor Mthembu plays an instrumental role in attracting both Direct Investment and Foreign Direct Investment opportunities to KwaDukuza. The town has seen the establishment of Regional Malls (namely the Ballito Junction Mall and the upcoming KwaDukuza Regional Mall), as well as the town’s right to host the internationally acclaimed events such as the Ballito Pro surfing competition to name a few projects that enjoy investment from both the national and international business community. Thus boosting the municipality’s contribution towards the Gross Domestic Product whilst creating employment and creating business opportunities for locals.
  • Good Governance and Financial Sustainability

    Accountability and good governance has become a trademark of his tenure with the Town achieving healthy audits and holding the fairest possible credit rating for local government. To ensure that the Municipality realises its vision 2030, to participate in the global village, Mthembu has ensured that KwaDukuza is part of the SMART Africa Manifesto and ICLEI Local Government for Sustainability - the first global coalition of local leaders pledging to reduce and track greenhouse gas (GHG) emissions.
