Mr. Sithembiso Kubheka

Kubheka is a renewed and development-oriented public service cadre, agent for change, progressive professional committed to the ideals of the national democratic society underpinned by the National Development Plan. He holds the post graduate qualification in management, degree in education/social science majoring in Economics, CPMD/MFMP competent and the strings of local government qualifications. He has worked for public service (education) and employee relations environment (middle level of management) for 15 years.

About Corporate Services:

  • The Corporate Services Unit is mainly responsible for the management of human resources as it forms the bulk of its responsibilities given the different line responsibilities in that function as well as the volume of work involved. On this aspect, the department is responsible for human resource development, personnel management, labour relations and wellness programme. The second major function for the department is management of Council as a statutory body. In this regard, this includes management of meetings of all statutory committees and forums. In addition, the department is also responsible for records management and auxiliary services, information technology and Council estates..
